The President Message
I am honored to have been chosen as the new president of the Houston Police Organization of Spanish-Speaking Officers (Houston OSSO). Houston OSSO was established nearly 43 years ago to give our officers a stronger voice in the face of the challenges they were encountering at that time. Today, officers are confronted with new challenges and still need the united support of organizations like OSSO to create opportunities for them to advance within HPD and to provide legal assistance when circumstances beyond their control threaten their jobs. I joined OSSO thirty years ago upon joining HPD. I have been honored to serve on the board for numerous years including during my brother Sgt. Domingo Garcia's presidency, whom I am now succeeding in following his retirement.
I am a lifelong Houstonian, one of six children, and a proud father of three daughters. My ties to Houston run deep, as I am a graduate of McArthur High School, a proud US Marine Corps. Veteran, and a 30-year veteran of the Houston Police Department. I began my HPD career with the Eastside division and am currently stationed at George Bush Intercontinental. I have had the honor of working with the HPD PAL program, mentoring over 800 youth over 8 years, serving as an evaluator in Central Command, working as a field training officer, and receiving training in CIT.
Hispanics now make up the majority minority in the Houston area, and we must continue to expand our ranks to reflect the communities we serve. It is also essential that qualified officers have the opportunity to advance as opportunities arise. Our organization has experienced significant growth in recent years, with our membership numbers doubling. Houston OSSO offers numerous opportunities for involvement and provides many benefits to our members. In addition to legal advocacy, we also offer scholarship opportunities and internships for the children of our members to serve in government roles. My commitment to you is that I will continue to advocate for your rights as a Houston Police Officer and fight for you to have continued access to opportunities as an OSSO Member. You will be hearing more from me soon!!!
